The Watermark development arose out of the winning entry for a competition run by the City West Development Corporation.

The site was significant in that it lay between the casino and the historic Wilkinson public housing estate and sat partly above the light rail corridor. Watermark was developed as four separate projects connected partly by extensive public and communal facilities but also by the common underground carpark. Whilst the design was constrained by the Pyrmont Masterplan which prescribed massing, streetscape and view corridor issues, it was successfully structured to allow it to grow over a period of time to meet commercial requirements.
